摘要：

构建以公众生命财产安全、社会安定有序和经济社会系统持续运行为核心目标的安全保障型社会是实现强国目标的必有之义。在工程科技中长期发展战略研究中，公共安全作为一个跨领域的研究课题，面向科技强国和小康社会目标，结合我国国情和发展需求，开展公共安全科技发展战略研究和路径设计。本文探讨了构建安全保障型社会的内涵，介绍了以建设全方位、立体化的公共安全体系为目标的公共安全科技中长期发展战略研究和发展路径，提出了我国公共安全科技发展的总体思路和战略构想。

Study of Sustainable Urban Rail Transit Development Model in China

摘要： As the grand urbanization rapidly progresses in China, Chinese government launches a magnificent urban rail transit development plan as the key part of the preferential public transportation strategy. It is very necessary to establish a viable public private partnership model for urban rail construction. The philosophy of transit-oriented-development （TOD） is discussed in this study by reviewing Hong Kong Railway+ Property development model which is proved very successful in mass transit rail development in Hong Kong. This paper examines current practice of urban transit as of conventional public transport infrastructure in China and looks into ways of getting over the bureaucratic and technologic hurdles in order to generating synergy value and opportunity of rail oriented urban development. Taking the TOD and public-private-partnership (PPP) study of Shenzhen metro line 6 as an example, the sustainable urban rail development model is introduced and elaborated. It concludes that the sustainable urban rail transit shall be able to energize the great potential of rail and urban development at macro, meso and micro levels, through effective integration of administration and technology resources, and generation of win-win scenarios among government, metro company, people and stakeholders.

我国公共食品安全应急治理组织模式优化

摘要：

针对公共食品安全应急治理“如何整合多元主体有效参与社会共治”的组织难题，本文在梳理我国公共食品安全应急治理组织演化与模式特征的基础上，揭示了我国公共食品安全应急治理组织症结：“条块分割”独特性造成公共食品安全应急治理的“不完备”科层制模式，从而催生和恶化了食品安全政府监管内在的“科层制困境”，引发了自身难以解决的复杂环境适应性、预案可操作性、信息传递单向性、多部门治理联动性、决策执行的制度依赖性等组织问题。基于我国公共食品安全应急治理组织的优化逻辑，本文提出了基于“三制融合”的公共食品安全应急治理组织模式，从组织结构、预案机制、信息机制、决策机制、支撑机制等方面探究了其运行机制。“三制融合”是我国公共食品安全应急治理组织模式的演化方向，将在推进多元社会主体有效参与和食品安全社会共治方面发挥积极作用。

我国乡村规划的理论与应用研究

摘要：

本文按照我国城乡关系演进过程，将乡村规划理论演进划分为传统城乡交融背景下乡村建设（新中国成立前）、现代城乡分离背景下乡村规划（新中国成立后—2016年）和新时代城乡一体化背景乡村治理（2017年迄今）三个阶段，总结不同阶段乡村规划理论和乡村建设、管理特征。我国传统乡村规划理论包括以风水理论为基础的物质性规划建设理论和人文化治理思想与方法，两者相辅相成。建国以后，尤其是改革开放以来，乡村规划运用城市规划的相关理论指导乡村实践，在城乡关系的大背景下不断演进，通过乡村规划许可证实施简易化行政许可制度。近些年乡村规划脱胎于城市规划的反思与转型，融入多学科理论，探索发展本源。

安全韧性城市防灾减灾发展策略研究

摘要：

在极端气候和环境变化加剧的背景下，快速城市化进程使得城市公共安全面临越来越多的风险与挑战。安全韧性城市建设聚焦城市防灾减灾问题，是推动城市高质量发展的重要抓手。本文基于城市防灾减灾与安全发展的现实需求，提出我国安全韧性城市建设在防灾减灾方面存在的问题，深度剖析当前安全韧性城市建设面临的诸多挑战。在城市防灾减灾与安全发展的理念下，提出制度韧性、社会韧性、工程韧性、技术韧性四个安全韧性城市建设要点。并对安全韧性城市防灾减灾发展给出建议：健全灾害防治法律标准，建立高效应急协同机制；推进多元主体协同共治，构建防灾减灾救灾新格局；提升社会灾害风险意识，筑牢社会防线；加快防灾减灾基础设施建设，提升城市设防水平；强化防灾减灾科技和专业人才力量建设，提升风险治理水平。

中国城市轨道交通可持续发展的工程管理议题

摘要：

中国大力发展城市轨道交通，是加速城镇化建设和实现可持续发展的重大战略举措。城市轨道交通可持续发展的核心议题，就是以轨道交通建设引导城市发展（TOD），整合资源以激发、创造轨道和城市发展的正能级，创新体制和创新技术以优化资源配置，吸引民间资本参与轨道交通的投资、建设和运营，实现可持续的多赢目标。本文剖析香港“铁路+物业”综合发展模式的内涵，以深圳地铁6 号线TOD研究项目为例，讨论中国城市轨道交通可持续发展的工程管理议题，探索轨道带动新城镇发展和城镇发展反哺轨道建设的可持续发展模式。

Assessing the premature death due to ambient particulate matter in China’s urban areas from 2004 to 2013

摘要： The number of annual premature deaths attributable to China’s air pollution ranged from 350000 to 520000 from 2004 to 2013, while the figure in 2013 reached 9.9% of total deaths in China. In 2004, the life expectancy potential years of life lost was 69.6 and 1.85 years respectively in contrast to 74.4 and 0.67 years respectively in 2013. The number of PYLL attributable to air pollution in the northern regions is found to be larger than that of the southern regions. The Environmental Burden of Disease (EBD) approach for outdoor air pollution has been used to calculate premature deaths and average potential years of life lost attributable to air pollution in China over the past 10 years with differences between the North and the South of the country being analyzed. The results indicate that: (1) Between 2004 and 2013, annual premature deaths attributable to outdoor air pollution in China ranged from 350000 to 520000. In 2013, deaths resulting from air pollution in China represented 9.9% of the country’s total deaths. (2) In 2004, the average life expectancy of the Chinese population and the number of potential years of life lost (PYLL) attributable to air pollution was 69.6 and 1.85 years respectively as compared to 74.4 and 0.67 years respectively in 2013. (3) The number of the PYLL attributable to air pollution in the northern regions of China is found to be larger than that of the southern regions. The PYLL figures of the northern and southern regions in 2004 were 2.3 and 1.8 years, respectively, with a difference of 0.5 years, as compared to 1.4 and 0.7 years respectively with a difference of 0.7 years in 2013.

饮用水安全问题及净水技术发展

回顾了城市饮用水净水技术发展的历史足迹，即20世纪初的第一代工艺——常规工艺和20世纪70年代的第二代工艺——深度处理工艺，并提出了第三代工艺——以超滤为核心技术的组合工艺；提出了城市水源突发污染的技术对策——针对污染物投加多种药剂；介绍了30年来由哈尔滨工业大学引领开发的新的饮用水净化技术——高锰酸钾及其复合剂净水技术。

Qualitative analysis of direction of public hospital reforms in China

摘要：

Reforms in public hospitals are among the most important improvements in China’s health care system over the last two decades. However, the reforms that should be implemented in public hospitals are unclear. Thus, a feasible direction of reforms in Chinese public hospitals is suggested and reliable policy suggestions are provided for the government to reform public hospitals. The data used in this study were mainly derived from a qualitative study. Focus group discussions and in-depth interviews were conducted in Shanghai, Guangdong, and Gansu between May and December 2014. Government funding accounted for approximately eight percent of the total annual revenue of public hospitals in China, and the insufficient government subsidy considerably affects the operation mechanism of public hospitals. However, solely increasing this subsidy cannot address the inappropriate incentives of public hospitals in China. The most crucial step in setting the direction of reforms in public hospitals in China is transforming inappropriate incentives by implementing a new evaluation index system for directors and physicians in public hospitals.

区域定量风险评价方法及其在城市重大危险源安全规划中的应用

摘要：

介绍了区域定量风险评价的基本原理和评价指标，建立了基于网格差分的风险计算模型，给出了定量风险评价的程序，开发了个人风险的计算软件，提出了区域定量风险评价方法，并在某油气库区风险评价与安全规划中实际应用。通过分析计算，给出了该区域的个人风险等值线分布图和社会风险（F-N）曲线。结果表明，由于该地区液化石油气储量大，事故后果严重，且库区离居民区较近，周边企业较多，人口密集，使得个人风险和社会风险均超出了推荐标准的要求。该方法为进行城市重大危险源的安全规划提供了基础理论和技术方法，对进行城市土地使用及其他灾害领域的安全规划具有指导意义。

The Routine and Emergency Coordinated Management of Public Security

摘要： The paper presents a study based on the observation of public security programme situations. Nowadays, public security management is faced with challenges such as the increase in non-traditional safety threats, high occurrence probability, obvious complex chain reactions, high security demand, vulnerable bearing systems and world-wide influences. For the new adapted requirements of public security management, this paper puts forward the concept of the coordinated routine and emergency management, which combines the routine management at normal status and the emergency management at the abnormal status based on the whole process of public security management. This paper analyzes the coordinated management system and establishes the decision-making objectives, decision-making model and constraints. In addition, this paper proposes the basic strategy of achieving the coordinated management of public security.

Connecting Information to Promote Public Health

摘要： With the development of information technology in the past 12 years, China has established the specialized or vertical web-based information systems for data collection of disease and related risk factor. These information systems are described as public health information systems (PHIS) in China. When PHIS has thus evolved in a haphazard and fragmented way under the pressure administrative, economic and legal, local health workers who are overburdened with multiple and time-consuming reporting requirements cannot deliver timely, accurate and complete data. Seeing that the information of disease surveillance is provided by hospitals and health service centers in China and that the development of electronic medical record (EMR) and electronic health record (EHR) occurs under the policy and investment of health since 2009 in China, there should be a connection and data sharing mechanism between EMR (EHR) and PHIS to support public health surveillance and public health decision-making. The paper aims at discussing current status and problems of PHIS in China, making a brief introduction on the blueprint of health information technology in China, exploring solution for interoperability between PHIS and EHR (EMR), and sharing some experiences and lessons from pilot project on automatic notifiable infectious disease reporting.

Changes in public trust in physicians: empirical evidence from China

摘要： Studies examining the trends in public trust in physicians have provided a considerable amount of valuable policy implications for policymakers compared with cross-sectional studies on this topic in many countries. This study investigated changes in public trust in physicians in China based on two cross-sectional national surveys conducted in 2011 and 2016 and identified the determinants of these changes. The results indicated 83.4% of respondents in 2011 reported trust or strong trust in physicians in China, which decreased to 64.2% by 2016. The results of ordinal logistic regression demonstrated that public trust in physicians in China had decreased significantly from 2011 to 2016 ( <0.001) after adjusting for other independent variables. Self-reported health status, self-rated happiness, and self-identified social class were all associated positively with public trust in physicians in China. The results also confirmed that decreasing public satisfaction with the most recent treatment experience was the major determinant of decreasing public trust in physicians in China. The findings of this study suggest that decreasing public trust in physicians deserves considerable attention from national policymakers and that improving satisfaction with treatment experiences would be the most effective strategy for enhancing public trust in physicians in China.
